Refund Policy

Scope and Binding Effect

This Refund Policy governs all payments made to MODREG Regulatory Digital Solutions LLC ("MODREG", "Company") in connection with the use of the MODREG Platform, Website, Supplier Listings, and any related services.

By subscribing to the Platform, requesting any service, making any payment, or continuing to use MODREG, the Client or Supplier acknowledges, agrees to, and is legally bound by this Refund Policy.

This Refund Policy forms an integral part of the MODREG Platform Terms & Conditions, Supplier Listing Terms & Conditions, and Website Terms of Use.

General No-Refund Policy

MODREG operates as a business-to-business (B2B) digital software and services provider.

All fees, subscriptions, memberships, and payments made to MODREG are strictly non-refundable, except where expressly stated otherwise in this Refund Policy or where required by mandatory applicable law.

Platform Subscription Fees

Once any Subscription fee is paid, whether for Monthly, Annual, Enterprise, or custom plans, no refunds, credits, or fee reversals shall be issued, including but not limited to cases of:

  • full or partial non-use of the Platform;
  • early termination by the Client;
  • suspension due to non-payment or breach of Terms;
  • dissatisfaction with features, performance, or outcomes;
  • regulatory delays, penalties, or decisions; and/or
  • internal staffing or operational changes at the Client.

All Subscriptions are prepaid, and payment is deemed final upon processing.

This policy applies to all subscription plans offered by MODREG, including Monthly, Annual, Enterprise, and any custom, negotiated, or successor plans, whether now existing or introduced in the future.

Supplier Listing Fees

Supplier Listing services are provided as visibility and publication services only. Accordingly:

  • All Supplier Listing fees are non-refundable once paid,
  • No refund shall be issued once Supplier Content has been reviewed, prepared, formatted, scheduled, or published, and
  • Suspension, removal, expiration, or non-renewal of a Listing does not entitle the Supplier to any refund or credit.

MODREG does not guarantee inquiries, leads, sales, or commercial outcomes, and the absence of such outcomes shall not constitute grounds for a refund.

Service Modifications and Updates

MODREG reserves the right to modify, enhance, suspend, replace, or discontinue any feature, module, or functionality of the Platform, Website, or services.

Such changes shall not entitle the Client or Supplier to any refund, partial refund, credit, or price adjustment, provided that the core service remains available.

Exceptional Refunds

Refunds may be granted only in exceptional circumstances and solely at the Company's discretion, in the following cases:

  • confirmed duplicate payments caused by a technical error attributable to MODREG; and/or
  • incorrect charge amounts directly resulting from MODREG's payment processing error.

Any approved refund shall be limited to the net amount actually received by MODREG. The approved refund shall also exclude bank fees, gateway charges, currency conversion costs, or third-party processing fees. The said approved refund shall not create a precedent or waiver for future refunds.

Chargebacks and Payment Disputes

Clients and Suppliers agree not to initiate chargebacks, reversals, or payment disputes through banks, card issuers, or payment gateways without prior written notice to MODREG.

Any unauthorized chargeback or payment dispute shall constitute a material breach of the applicable Terms and may result in one or more of the following:

  • immediate suspension or termination of access;
  • permanent account deactivation;
  • recovery of outstanding amounts; and
  • legal action where necessary.

Universal Applicability

This Refund Policy applies to all subscription plans, services, packages, and commercial arrangements offered by MODREG, whether standard or bespoke, including but not limited to Monthly, Annual, Enterprise, custom, negotiated, pilot, promotional, or successor plans, whether currently offered or introduced in the future.

Governing Law

This Refund Policy shall be governed by and construed in accordance with the laws of the Arab Republic of Egypt.

Any disputes arising out of or relating to this Refund Policy shall be subject to the exclusive jurisdiction of the competent courts of New Cairo, Cairo, Egypt.
